So Moses transmitted 611. The remaining two — I am the LORD your God and You shall have no other gods — were heard from the mouth of the Almighty directly, at the mountain, by everyone.

⭐⭐ Which puts a seam inside the number rather than a total. 613 is not one homogeneous body of law; it is 611 things that came through a man and 2 that did not, and the tradition marks the join in the count itself.

⚠ It is a derash, not an etymology. Nobody is claiming the word was designed to total 611. The claim is that once you notice it totals 611, the two-that-are-left have to be accounted for — and the account given is the scene at Sinai.
