The first stirring of will before anything exists to will about. Keter is not God but the first garment — so close to Ein Sof that the Zohar calls it Ayin, Nothingness. All the other lights are contained here the way a flame is contained in a coal. Within it Lurianic Kabbalah finds two faces: Atik Yomin (the Ancient of Days, pure delight) and Arich Anpin (the Long Face, pure patience).
The Zohar's Idra sections map Keter as the White Head whose skull dews resurrection onto the lower lights; its thirteen curls of beard are thirteen channels of mercy.
